Notifications will now be divided into three separate instruments. This was announced by Edil Azimshayyk<\/strong>, Head of the VAT Administration Department of the State Revenue Committee under the Ministry of Finance of the Republic of Kazakhstan.<\/p>\n

Current Practice<\/strong><\/h2>\n

At present, tax control is applied not only to identify discrepancies between a taxpayer\u2019s reporting and the data of the tax authorities, but also in other cases, such as:<\/p>\n

    \n
  • during registration for tax purposes;<\/li>\n
  • in cases where there are suspicions of issuing fictitious electronic invoices (e-invoices).<\/li>\n<\/ul>\n

    What Will Change in 2026<\/strong><\/h2>\n

    1. Tax (Cameral) Control<\/strong><\/h3>\n

    If discrepancies are identified, the taxpayer will receive a notification and must respond within 30 business days<\/strong>.<\/p>\n

      \n
    • If no response is provided, the tax authorities may restrict outgoing transactions and suspend the issuance of e-invoices.<\/li>\n
    • If explanations are submitted, tax officials will review them and decide whether a tax audit is necessary.<\/li>\n<\/ul>\n

      2. Registration Control<\/strong><\/h3>\n

      Instead of a tax control notification, a separate notification regarding tax registration will be issued.<\/p>\n

        \n
      • The taxpayer must either submit an application for registration or provide an explanation.<\/li>\n
      • The tax authorities will make a decision within 20 business days<\/strong>.<\/li>\n
      • If the explanation is accepted, the notification is considered fulfilled. If not, a tax audit will follow.<\/li>\n<\/ul>\n

        3. Comparative Control<\/strong><\/h3>\n

        This applies when the tax authority suspects the taxpayer of issuing fictitious e-invoices.<\/p>\n

        • The taxpayer will receive a notification requesting confirmation of their turnover \u2014 delivered goods, performed works, or provided services.<\/li>\n
        • The taxpayer must either revoke the e-invoices or provide an explanation.<\/li>\n
        • If no action is taken, the tax authority has the right to issue a decision of non-compliance, which will lead to suspension of e-invoice issuance.<\/li>\n<\/ul>\n
